European Economic and Social Committee, Enlargement Candidate Country Membership
We are a member of the European Economic and Social Committee (EESC) as an Enlargement Candidate Member (ECM), which plays an important role in the development and monitoring of the policies of the European Union (EU). The EESC, represented by Güneş Engin from our team, is the first EU institution to offer an official participation opportunity for candidate countries with the project it launched by inviting representatives of employers’ organizations, trade unions and non-governmental organizations in EU candidate countries to become ECMs. The 131 ECMs, including 15 from Türkiye, are expected to contribute to the EESC’s opinions on various issues related to EU regulations, thus increasing civil society participation in EU policy-making. Philea Legal Affairs Committee (LAC)
Philanthropy Europe Association (Philea) is an umbrella organization for foundations and philanthropy infrastructure organizations in Europe, bringing together more than 7,500 foundations through its members in over 30 countries. Philea creates spaces that encourage its members to co-create and learn together, provides space for effective and sustainable collaboration, and supports various aspects of creating an enabling environment for social good.
Philea’s Legal Affairs Committee (LAC) is composed of Philea members working in the field of philanthropy and civil society-related legislation. Members contribute to Philea’s work focusing on the legal regulation of foundations in Europe. They also contribute to the information resources produced and meet to exchange ideas on developments in the field.

WINGS Enabling Environment Working Group Membership
Worldwide Initiatives for Grantmaker Support (WINGS) is an umbrella organization with more than 190 members in over 50 countries, bringing together global thought leaders and change agents to help philanthropy reach its full potential and become a catalyst for social progress.
The Enabling Environment Working Group within WINGS, of which TUSEV is a member, provides a platform for discussing current issues in the field of enabling environment, particularly in the field of philanthropy, creates an environment where members’ country examples are discussed together, and encourages the exchange of ideas on what can be done together on common issues.
ICNL, Country Editor of the Civic Freedom Monitor (International Center for Not-for-Profit Law)
The Civic Freedom Monitor, produced by the International Center for Not for Profit Law (ICNL), provides up-to-date information on legal issues affecting civil society and civil liberties, including freedom of association, expression, and peaceful assembly. TUSEV is currently preparing the Türkiye section of the Monitor, which covers more than 50 countries. Click here for more information.
EU Global Facility Cooperation
The EU Global Facility (GF-AML/CFT), established by the European Commission in 2019 to support countries seeking to strengthen their systems to prevent money laundering and terrorist financing, has so far provided technical assistance to various stakeholders, especially public institutions, in many countries. Click here for detailed information on the EU Global Facility, which is one of our collaborations to monitor the impact of Law No. 7262 on the Prevention of the Financing of the Proliferation of Weapons of Mass Destruction on civil society organizations and civic space, develop policy recommendations on the issue, and bring these recommendations to the agenda of relevant stakeholders.
