Legislation and Practices on Aid Collection from the Perspective of CSOs’ Resource Mobilization Activities: The Need for Reform

Our report, prepared within the scope of the Monitoring Freedom of Association II Project carried out by TÜSEV in collaboration with the Civil Society Development Center (STGM), has been published. The report examines the legal framework governing fundraising activities in Türkiye from the perspective of civil society organizations.

By analyzing the legal and administrative context that CSOs face in their fundraising processes, the report focuses on existing ambiguities in practice and areas for improvement.

The findings highlight the need for a more predictable, transparent, and inclusive regulatory framework for fundraising. In this regard, the report puts forward several recommendations, including removing general fundraising activities of CSOs from the scope of the legislation on aid collection, shifting from a permit-based system to a notification-based system for fundraising campaigns, defining digital fundraising tools, simplifying application procedures, and strengthening participatory policymaking processes.
