The Global Philanthropy Environment Index 2018, prepared by Indiana University’s Lilly Family School of Philanthropy with contributions from TÜSEV for the Turkey section, is regarded as the most comprehensive research in this field. The report provides a comparative overview of the philanthropic landscape in 79 countries, covering policies affecting giving, as well as the legal, financial, and institutional factors, along with the social and cultural causes influencing giving patterns. Additionally, the report examines tax practices that may impact the development of philanthropy and individual giving.
The state of philanthropy in each country is evaluated across five dimensions: 1) the ease of establishing and operating civil society organizations, 2) tax policies related to giving, including deductions and exemptions, 3) the ease of making and receiving cross-border donations (both monetary and in-kind), 4) the political environment, and 5) the socio-cultural context. The findings reveal that 2 out of 5 of the 79 countries assessed operate in a restrictive environment.
