The EU’s New Multiannual Financial Framework (MFF): What Will Change for Civil Society and Philanthropy?

The draft of the new Multiannual Financial Framework (MFF) prepared by the European Commission for the 2028–2034 period marks a defining moment not only for EU institutions but also for philanthropy and civil society organizations across Europe. In the joint assessment we prepared with Philea (Philanthropy Europe Association), we advocate for the European budget to be structured in a way that strengthens the principles of democratic participation, social inclusion, and solidarity.

In the brief we developed within the scope of the Monitoring of Freedom of Association Project II, implemented with the financial support of the European Union, we outline the potential impacts of the new MFF’s structural changes on civil society and philanthropy, focusing on social inclusion, funding distribution mechanisms, and the risks and opportunities for small-scale social enterprises.
