Within the scope of the Monitoring Freedom of Association Project funded by the European Union, we have published a case study titled Public Sector-CSO Relations within the Scope of the Ministry of Family and Social Services 2022–2023 Civil Society Vision Document and Action Plan.
This case study evaluates the functioning of public-CSO relations at the central level, focusing on the 2022–2023 Civil Society Vision Document and Action Plan prepared by the Ministry of Family and Social Services. The publication explores the preparation and implementation processes of the vision document and action plan in light of international principles and standards concerning the right to participation, tracing how civil society was involved in these processes.
The study also:
• Refers to international mechanisms developed in line with the principles of participation, transparency, and accountability.
• Examines the activities covered by the action plan, the quality of consultation processes, and the diversity of selected CSOs.
• Assesses the extent to which civil society’s influence was taken into account in the preparation of policy documents.
This case study provides valuable insights into how the principles of participatory democracy can be implemented more effectively and robustly in public-CSO relations.
