Specialized Commission for Civil Society Organizations Established within the 11th Development Plan
The preparation process of the 11th Development Plan, which aims to identify Türkiye’s structural transformation areas and the related goals and strategies for the 2019-2023 period, is ongoing under the coordination of the Ministry of Development.
With the Prime Ministry Circular published in 2017 regarding the preparations for the 11th Development Plan, the Specialized Commission for Civil Society Organizations was established for the first time among the specialized commissions involved in the development process. In this context, meetings of the Civil Society Specialized Commission, which consists of representatives from relevant public institutions, academics, and civil society organization representatives, were held on December 22-23, 2017, and January 15, 2018. Additionally, a consultation meeting organized by the Habitat Association and the Center for NGO Studies at Bilgi University to bring together civil society organizations (CSOs) in Istanbul on January 11, 2018.
During the meetings of the Civil Society Specialized Commission, of which TÜSEV is a member, issues such as legislative amendments to support the legal and financial infrastructure that strengthens the role of CSOs in the development process, adapting legislation to encourage CSOs’ participation in local and national decision-making mechanisms, developing public policies to enhance human resources and institutional capacity within CSOs, and including CSO data in official statistical programs were extensively discussed, leading to collaborative recommendations.
