Karabağlar City Council:An Example of Good Practice in Public Sector–CSO Cooperation is Available in English

Within the scope of the Monitoring Freedom of Association Project funded by the European Union, we have published a case study titled Karabağlar City Council: An Example of Good Practice in Public Sector–CSO Cooperation.

This case study, based on the example of the Karabağlar City Council, explores cooperation between the public sector and civil society at the local level, how participation mechanisms function, and to what extent civil society participation in decision-making processes can be institutionalized.

The publication also focuses on the following questions:

  • How do city councils provide a platform for participation in line with fundamental principles such as inclusiveness, pluralism, independence, transparency, accountability, and equality?
  • How do thematic assemblies and working groups contribute to local policies?
  • What are the opportunities and limitations of CSOs’ direct participation in strategic planning and budgeting processes?

This case study offers key insights into how participatory democracy can be strengthened at the local level and how city councils can become more effective actors in decision-making processes.
