Policy Governance and Ends Policies
Policy Governance is the implementation of the management model developed by John Carver, and it was further adapted to the Turkish context by Erdal Yıldırım. Since 2020, this model has been implemented at TUSEV. Its key features include clearly defining the duties and responsibilities of the Top Executive and the Executive Board, which serves to represent the founders of civil society organizations (CSOs).
Policy Governance has a set of characteristics that focus outward rather than inward, encourage the discussion of differing viewpoints, prioritize strategic leadership over managerial details, rely on collective rather than individual decisions, focus on the future rather than the past or present, and prioritize being proactive over reactive.
Policy Governance necessitates the creation of Ends Policies determined by the Executive Board on behalf of the founders in each organization where it is implemented. This provides a constant guide on what the organization should do and how it should use its resources in alignment with its purpose of existence.
Policy Governance applied at TUSEV is a management approach that ensures the organization, on behalf of the founders and as specified by the Executive Board, delivers the right benefit to the right target audience at the right cost as outlined in its Ends Statements. It also ensures that, in doing so, the organization avoids undesired situations and outcomes specified in the constraints.

TUSEV are provided as follows:
Global Ends Statement
With an annual budget of approximately 21.4 million TL*, TUSEV aims to make civil society in Türkiye stronger, more participatory, and reputable.
- The three most significant legislative problems concerning Turkish civil society will be solved until by 2025 (Maximum 50% of resources)
- Reputation of Turkish civil society in national and international arena will be increased by 2028 (Maximum 20% of resources)
- Individuals’ donations to civil society organizations in Türkiye will be increased every year (Maximum 20% of resources)
- The knowledge base of NGO employees, managers, and board/trustee members will be enhanced (Maximum 10% of resources)
